The public may report government agencies who fail to deliver and facilitate transactions within the process cycle time under the Ease of Doing Business (EoDB) Law.
According to Department of Finance Undersecretary Gil Beltran, the EoDB law punishes those who sit on application licenses for transactions with government. He added that the public could file a complaint with Malacañang, in case they encounter such.
The EoDB law says that simple business transactions should only take three working days to complete while complex operations may be completed within seven working days. On the other hand, highly technical applications may take 20 working days.
For those transactions which the government agency did not classify according to the provision of the EoDB law should only take three working days to be processed and may be treated as a simple transaction.
Failure to comply with the EoDB law will be penalized.
Administrative liabilities await first-time offenders and will face a six-month suspension. Aside from facing administrative obligations, second-time offenders, on the other hand, face criminal liabilities, as well. In addition to these, offenders will be perpetually disqualified from holding public office and facing imprisonment of one to six years with a fine of not less than P500,000 but not more than P2,000,000.
Ease of Doing Business in the Philippines
The EoDB law was signed by President Rodrigo Duterte last May 2018 to promote integrity, accountability, proper management of public affairs and public property. It also aims to establish effective practices and efficient turnaround of the delivery of government services.
The said law also mandates the Department of Information and Communications Technology (DICT) to come up with a web-based software-enabled business registration system where all government transactions shall be coursed through.
It also directs government agencies to adopt appropriate working schedules to ensure that all applicants or requesting parties who are within their premises before the end of official working hours are attended to.
