The Philippine Statistics Authority has an online facility called ‘Serbilis’ where people can request for issuance of a copy of civil registry records such as birth, marriage, and death certificates. It also issues a certification of no marriage records or CENOMAR.
It also facilitates the delivery of such documents locally or even overseas. Those who are requesting for the issuance and delivery of any records in the Serbilis website has the option to pay through the following modes:
- Over-the-counter through any Bance De Oro or UnionBank branch nationwide;
- Via BDO Online Banking and BDO ATM, for Banco de Oro account holders;
- Via UnionBank Online Banking and UnionBank ATM, for UnionBank account holders;
- Bayad Centers;
- Online credit card payment through PesoPay;
- Over-the-counter through BDO Remit subsidiary offices and remittance partners abroad offering Kabayan Bills Bayad; and
- Over-the-counter through foreign correspondent banks.

How to access the ‘Serbilis’ website
In your web browser, go to www.psaserbiis.com. On the left side of the home page, you can see the three-step procedures in getting birth certificates and other documents using the online facility.
To apply for the issuance of the said documents, you will need to provide your name, delivery address with zip code, telephone number, email address, the number of copies of the document that you are requesting, and the purpose of the request.
Depending on the type of document that you are requesting, there will be other required information that you need to provide to facilitate your request.
For birth certificates
You need to provide the following information;
- Name (Provide the maiden name, for married female);
- Sex;
- Place of birth;
- Date of birth;
- Father’s name;
- Mother’s maiden name;
- Date of registration, for late filing of birth;
- Purpose of the request
- Your relationship to the birth certificate owner
For marriage certificates
Have the following information on-hand;
- Name of the husband;
- Maiden name of the wife;
- Place of marriage;
- Date of marriage; and
- Date of registration, for the late filing of marriage.

For death certificates
The following information is needed in requesting for the issuance of a copy of death certificate;
- Name of the deceased;
- Sex;
- Place of death;
- Date of death; and
- Date of registration, for late filing of death.
For Certificate of No Marriage Record (CENOMAR)
Online request for a CENOMAR needs the following information;
- Name (maiden name if married female)
- Sex
- Place of birth
- Date of birth
- Mother’s maiden name
- Father’s name
Please take note that there are special provisions in requesting copies of birth, marriage, or death certificate that falls under the following categories:
- Birth, marriage, or death which
- happened less than six months ago;
- was just recently registered or endorsed;
- occurred in a foreign country;
- was corrected or amended;
- took place ‘pre-war’, or before 1945 or 1951 if it took place in Manila; or
- If the marriage underwent annulment.

If you have all the required information, you may proceed to the online application by clicking on the ‘Click here to request now’ button on the home page.
Clicking on the said button will bring you to the Terms and Conditions page. You have to read on and accept the terms and conditions before you can proceed to the next step.
Also stated in the terms and conditions page are the delivery rates. For local delivery or delivery destinations within the Philippines, you have to P330 per copy of a birth, marriage, or death certificate and P430 per copy of CENOMAR. The additional P30 serves as the documentary stamp tax.
If the delivery destination is outside the Philippines, the rates will be US$20.30 per copy of a birth, marriage, or death certificate and US$25.30 per copy of a CENOMAR.

After you finish filling up your online application, a Batch Request Number and a Request Reference Number for each request will be issued to you. You will use the Batch Request Number if you are paying for all applications in a batch. If you are paying for a particular request only, you need to specify the Request Reference Number.
Delivery

Expect to receive your documents within 3-13 working days after payment. If you need the certificate with one to two working days, you may proceed to the nearest PSA ‘Serbilis’ Center.
Delivery of the documents to other countries will be done through PhilPost registered mail within six to eight weeks after payment, however, if you are in immediate need of the document you may avail of the PSA ‘Serbilis’ Special Courier Service.
