How to Apply for Civil Service Eligibility Examination

A person who is pursuing a career in the government service is required to be eligible for civil service before he or she can apply for one.

One becomes a civil service eligible if he or she passes the civil service examination.

There are two types of civil service eligibility—professional and sub-professional.

The Sub-Professional eligibility is the first level eligibility required by clerical, trade, and custodial positions. Meanwhile, the second level eligibility, or the Professional, is required for scientific, technical, and professional.

To be qualified to take the examination, an applicant should be a Filipino citizen, at least 18 years old, and of good moral character. He or she should have no criminal record or has not been convicted by final judgment of an offense or crime involving moral turpitude. The applicant must not have been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government,

Finally, he or she should not have taken the same examination within three months.

Pen and paper test

There are also two ways to take the civil service examination. One is through the traditional pen and paper test (CSE-PPT). Examinees are gathered in a testing venue on a scheduled testing date. They are provided with a test paper where they will shade the letter which they think is the right answer to the examination question.

To apply for the CSE-PPT, one must proceed to the regional office of the Civil Service Commission (CSC) with the following documentary requirements:

  • Fully accomplished application form (CS Form No. 100 Revised November 2012).  The spaces for “Signature of Applicant” and “Right Thumbmark” on the form should be left blank.  These shall be accomplished in the presence of the CSC processor.
  • Four (4) copies of identical pictures with specification as follows:

–  Philippine passport size (4.5 cm x 3.5 cm  or  1.8 inches x 1.4 inches)
–  colored, with white background
–  printed on good quality photo paper
–  in a standard close-up shot (from shoulder level up with the head and face                            occupying at least 80% of the picture and with the name tag position
at approximately 1 inch or  2.54 cm below the chin);
–  in the bare face (with no eyeglasses or any accessories that may cover the facial                     features);
–  showing left and right ears;
–  taken in full-face view directly facing the camera
–  with neutral facial expression and both eyes open
–  with full and handwritten (not computer-generated) name tag in the format:                        First Name, Middle Initial, Last Name, and Extension Name, if any
(e.g. JUAN C. DELA CRUZ, JR.), and signature over printed name
–  taken within the last three (3) months prior to the filing of the application

  • Original and photocopy of any valid ID containing applicant’s clear picture, date of birth, signature, and signature of the authorized head of the issuing agency such as Driver’s License, SSS ID, GSIS ID, Philhealth ID, current Company/OfficeID, current School ID, Postal ID, BIR ID, Barangay ID, Voter’s ID, Valid Passport, or Police Clearance (Note:  Any other ID not included in the list shall NOT be accepted.)

The application form is downloadable from the CSC website. The requirements will be received and evaluated for completeness by the CSC Action Officer. If the applicant is found to be qualified to take the examination, he or she will be directed to pay to the cashier the examination fee of P500.00.

Computerized examination

Meanwhile, those who prefer faster results may take a computerized examination.

An examinee may create his or her account at www.comex.csc.gov.ph. He or she will need to provide information such as personal circumstances, education, employment, examinations passed, and civil service eligibilities.

Afterward, the system will notify registered users of online offerings including the type of examinations, number of slots, venue and the dates and time for personal appearance and examination. The applicant may choose from any of the available schedules and reserve an examination slot.

Once the applicant has chosen an examination date and venue, he or she will have to personally appear at the CSC Testing Center to confirm his or her application. Furthermore, he or she will have to complete the remaining steps of the process such as verification of identity, payment of examination fee, and capturing of photo, biometrics, and digital signature.
