To promote good governance and for its procurement process to adhere to the principles of transparency, accountability, equity, efficiency and economy, the Philippine government has mandated the use of the Philippine Government Electronic Procurement System (PhilGEPS).
The PhilGEPS is an electronic procurement system which is the single, centralized portal where all information about government acquisition may be accessed. Through the PhilGEPS, trade opportunities with the government and the ensuing transactions are visible to the public. All registered suppliers, manufacturers, contractors, distributors, and consultant are given equal opportunities to bid and do business with the government.
How to register at PhilGEPS

Those who are interested in joining government bidding as a supplier of goods or services may register online at www.philgeps.gov.ph. The merchant will be required to provide a valid e-mail address, company ID, tax identification number. During registration, he or she will also be required to provide the registration number of his or her business under the Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC), and Cooperative Development Authority (CDA), whichever is applicable, and other necessary information.

To register, fill up the electronic application form. The PhilGEPS System Administration Group will receive all completed forms for validation and approval. Within 24 hours after registration, a user ID and a password for their PhilGEPS account will be sent through email.
Membership Types
There are two types of membership under the PhilGEPS. Red membership is the automatic status of all newly approved registrants. This type of membership is free and has no expiration. However, red members can only view bid abstracts, open and closed opportunities, award notices, and procurement service catalog. They can also preview and order bid documents. E-payment and Bid Matching features of the PhilGEPS is also available to be used by red members.

Meanwhile, platinum members can do everything which was previously mentioned as well as downloading of bidding documents and supplemental bid bulletins, printing of registration certificates, uploading of eligibility documents, and attendance to an orientation seminar on the use of the PhilGEPS.
Aside from that, those who have platinum membership can add three additional users, submit bids online, upload their product catalog and advertisements, as well as their on-going and completed contracts.
Consulting firms who have platinum membership can also maintain a list of consultants.
There is a P5,000 registration fee if a firm wishes to become a platinum member. However, they may still be downgraded into red status upon expiration and non-renewal of membership.
