As the first ‘Build, Build, Build’ infrastructure to be completed under the general community quarantine (GCQ) period, the North Luzon Expressway (NLEX) Harbor Link will be open to motorists today, June 15, 2020.
A 2.6-kilometer stretch from Caloocan Interchange, C3 Road, Caloocan City to Mel Lopez Boulevard, the completion of the C3-R10 section will reduce travel time from Manila to Quezon City to only 15 to 20 minutes.
The section will have three exit off-ramps—Segment 10-C3 ramp to Quezon City, Dagat-Dagatan ramp to Malabon City, and C3-R10 ramp to Navotas City. It will also connect to the 5.65-kilometer NLEX Harbor Link Segment 10 passing through Karuhatan, Valenzuela City, Governor Pascual Avenue in Malabon City, and 5th Avenue/C3 Road, Caloocan City. Motorists who will use this road will bypass the busy sections of EDSA and Balintawak Toll Plaza.

Aside from motorists, cargo haulers and truckers traveling in and out of Manila ports will also benefit from this development.
In his Facebook account, Department of Public Works and Highway (DPWH) Secretary Mark Villar said that the NLEX Harbor Link Project would improve the connectivity of Manila, Caloocan, Malabon, Valenzuela, and Quezon City and will divert about 50,000 vehicles from EDSA, C5, and other major thoroughfares.
He also commended the 2,000 construction workers who resumed working in May, allowing the completion of the project in time for its deadline.

The construction of the said segment started in September 2018. However, it stopped at 90 percent, in compliance with the lockdown measure implemented in the country to avoid the spread of coronavirus disease.
Build, Build, Build
The Manila North Tollways Corporation (MNTC) undertook the P6.55-billion NLEX Harbor Link project, one of the high-impact projects under the ‘Build, Build, Build’ program of the Duterte administration, together with its subsidiary NLEX Corporation as the builder-concessionaire and operator.
NLEX Corp is also the operator of NLEX and Subic-Clark-Tarlac Expressway and a unit under the Metro Pacific Tollways Corporation, the tollways-arm of Metro Pacific Investment Corporation.
